Jessica Rousselle is the Legislative Affairs and Policy Manager at BAE Systems, Inc., based in Falls Church, Virginia. In this capacity, Jessica plays a critical role in shaping and guiding the company’s defense policy and budget initiatives. She monitors and analyzes key federal policy and budget developments, collaborates across teams to assess business impacts, and crafts strategic recommendations that influence the company's approach to complex defense-related government relations issues.
Since joining BAE Systems in 2021, Jessica has leveraged her in-depth knowledge of defense policy and the budget process to provide expert insights that drive informed decision-making at the highest levels. Her prior experience as an Executive Assistant for the BAE Government Relations team further honed her skills in navigating the intricacies of defense policy and budget.
Before her transition into the defense industry, Jessica was a key member of multiple lobbying firm teams in Washington, DC, where she successfully supported clients on a wide range of federal issues, conducting effective policy issue research and developing congressional outreach strategies.
Jessica holds a B.A. in International Affairs and French from James Madison University and is currently pursuing an M.A. in International Security from George Mason University’s Schar School of Policy and Government.
